Slowly. The process requires a lot of listening, a lot of room for feedback, honesty, courage and respect.
Consensus does not mean that every person agrees completely with everybody else. It also doesn’t mean a basic majority opinion that disregards the minority opinion.
Consensus means a general agreement or acceptance. That is what we are working toward.
We’re not starting from scratch. We will use NAEYC’s nationally-achieved consensus recommendations and dial into what Vermont’s specific needs and values are.
